What makes the material in a child's toy crinkly?

What makes the material in a child's toy crinkly, so it makes a sound and crinkles when you touch it? I am doing a project, hope you can help.|||According to Tiny Love Toy company it is a type of cellophane. I have used 4 kinds and found all to have major faults. First at the seam it tears easily and within a few washings seems to clump up inside the object. I tried true cellulose cellophane, polyprolene film or the most commonly purchased cello, shrinkable basket

Have also seen that some DIY craft toys use the packing from breakfast cereal boxes.
